|Objectives and Scope||
The project comprises the construction and operation of a modern pig breeding stock farm in Chongqing municipality in the PRC. The project will utilize a contract farming model with 120 smallholder farmers
Through this project, ADB will support the supply of high-quality pig breeding stock and promote environmentally sustainable, high-efficiency, and high-biosecurity pig production in the PRC. ADB additionality in this project is both financial (mobilizing a complementary loan from an international commercial bank, whereas the company had only borrowed from domestic banks to date) and non-financial (ADB and the company have agreed on action plans for safeguards, animal welfare, gender inclusion, and corporate governance).
|Linkage to Country/Regional Strategy||The project is aligned with ADBs Strategy 2030, which calls for ADB to scale up its financing for agribusiness and to promote gender equality in at least 75% of the number of ADBs committed operations by 2030. The project is consistent with ADBs country partnership strategy for the PRC from 2021 to 2025, which supports the strengthening environmentally sustainable development by promoting waste treatment, partnering with small and medium-sized enterprises, supporting nonsovereign operations with advanced technology and innovative business models, and strengthening gender equality. The project contributes to the following operational priorities (OPs) of ADBs Strategy 2030: OP1 which aims to improve standards of living for poor and vulnerable people; OP2 which calls for increasing women economic empowerment and access to job skills; OP3 which promotes environmental sustainability through waste management; and OP 5 which addresses food security and increases agricultural productivity to provide sufficient, safe, and affordable food. The project will complement the Yellow River Ecological Corridor and Climate-Resilient Agriculture Development Project. Potential areas of collaboration include supporting solid waste treatment and Tianzow contract farmers within the Yellow River Ecological Corridor.|
|Summary of Environmental and Social Aspects|
|Environmental Aspects||ADB has undertaken due diligence and reviewed the potential environmental and social impacts of the project and the measures to avoid, minimize, mitigate, and compensate for the adverse impacts in the safeguard reports and plans. The environmental and social measures and the institutional capacity and commitment of Tianzow and the borrower to manage the project's social and environmental impacts are deemed adequate. Potential risks and impacts identified are generally site specific and can be effectively managed by good environmental management plans.|
|Involuntary Resettlement||The borrower has obtained land use rights for the project land, most of which are under lease while a portion was permanently acquired by the government. Government-led land acquisition did not lead to any physical or economic displacement.|
|Indigenous Peoples||No indigenous peoples impacts are envisaged for the project. The proceeds of ADB's investment will not support activities with significant environmental or social impacts.|
