Description The proposed regional knowledge and support technical assistance (KSTA) aims to strengthen the evaluation capacity of ADB's member countries through the development of regional evaluation programs in selected regions such as the Pacific and Southeast Asia.
Project Rationale and Linkage to Country/Regional Strategy

Enhancing evaluation capacity and systems are key to both improving accountability as well as better project management and design. The spillover effect on how such training can influence the governments' evaluation of government funded programs was noted. For example, there is currently no systematic government led process, in any of the Pacific member countries represented in the training, for evaluating donor funded projects other than those driven by the requirements of the development partners.

Conducting ECD training at the regional level where there is a large concentration of ADB-funded projects allows for a better exchange of ideas between countries. However, having country focused programs allowed for a larger range of government staff from one country to attend and so enable a better dialogue between government departments.

Impact The KSTA is aligned with national development goals which will be supported by an effective evaluation system.
