China, People's Republic of: Preparing Urban and Social Development Projects

The transaction technical assistance (TA) facility will provide preparation support to four ensuing loans in the People's Republic of China (PRC): (i) Guangxi Wuzhou Healthy City Development Program; (ii) Jilin Songhua Lake Ecological and Environmental Improvement; (iii) Shaanxi Xi'an Preschool Education Quality Improvement; and (iv) Shandong Jining Water Supply and Drainage Integration. The ensuing loans will be investments in urban services, green infrastructure, environmental improvement, and human capital development; these are well aligned with operational and strategic priorities of both the government and the Asian Development Bank (ADB). The ensuing loans, all in the urban and social sectors, will require a similar set of safeguards, financial management, and economic assessments.

Consulting Services ADB will engage consultants following the ADB Procurement Policy (2017, as amended from time to time) and the associated project administration instructions and/or staff instructions. EASS will recruit consulting firms and individual consultants based on the requirements of each ensuing project. Firms will be engaged following the quality- and cost-based selection method with a quality-cost ratio of 90:10 using full or simplified technical proposal procedures.
