Project Rationale and Linkage to Country/Regional Strategy | The PRF and ensuing projects are aligned with the Pacific Approach (2016 to 2020) in reducing costs by improving domestic and regional connectivity through transport infrastructure, managing risks, and enabling value creation. This includes the use of PRF for timely project processing and implementation, strengthening government project management capacity, and, ultimately mobilizing and transferring development finance in greater scale. ADBs Strategy 2030 also expands focus on small island developing states to strengthen connectivity, access, and institutional capacity, while tackling climate change impacts and disaster risks. The proposed PRF and ensuing projects are listed in the country operations business plan (COBP), 2019 to 2021 for Tonga. | ||||
