Description The Project Readiness Financing (PRF) has supported the government in preparing engineering designs, surveys, and other start-up activities (implementation of due diligence and procurement support) for two ensuing projects (Nukualofa Port Upgrade Project and Fangauta Lagoon Bridge Project), together with the improvement of project implementation capacity of the executing and implementing agencies.
Project Rationale and Linkage to Country/Regional Strategy The PRF and ensuing projects are aligned with the Pacific Approach (2016 to 2020) in reducing costs by improving domestic and regional connectivity through transport infrastructure, managing risks, and enabling value creation. This includes the use of PRF for timely project processing and implementation, strengthening government project management capacity, and, ultimately mobilizing and transferring development finance in greater scale. ADBs Strategy 2030 also expands focus on small island developing states to strengthen connectivity, access, and institutional capacity, while tackling climate change impacts and disaster risks. The proposed PRF and ensuing projects are listed in the country operations business plan (COBP), 2019 to 2021 for Tonga.

Environmental Aspects The PRF is not expected to have any adverse environmental or social safeguard impacts as it will only involve studies, surveys, designs and bid document preparation for the ensuing projects.

Stakeholder Communication, Participation, and Consultation
During Project Design In coordination with the IA and relevant government agencies, revisit consultations with affected persons and other stakeholders and assist in disclosing relevant information including draft safeguard documentation in accordance with the laws of the country, ADB SPS and Public Communication Policy 2011.
During Project Implementation Review, confirm and update the grievance redress mechanism (GRM) to ensure affected persons will have opportunities to lodge complaints against noncompliance of safeguards and other project related matters.
Business Opportunities
Consulting Services The issuance of consulting services recruitment notices or requests for proposal under advance contracting has been subject to ADB approval. All consulting services contracts have been recruited: Royal HaskoningDHV for the detailed design of the port upgrade project; Chodai for the detailed design of the Fangauta Lagoon Bridge Project and individual national consultants for the Project Management Unit.
