Regional : Upgrading the Asia Small and Medium-Sized Enterprise Monitor
The knowledge and support technical assistance (TA) will support governments of Asian Development Bank's (ADB) developing member countries (DMCs) to promote evidence-based policy design on small and medium-sized enterprise (SME) development through: (i) provision of a country and regional index prepared by using a multivariate analytical approach which will be accessed by the DMCs: and (ii) provision of a comparative country data platform which will cover financial and nonfinancial aspects of SME development in DMCs and will be updated periodically. The proposed TA will also help ADB operations formulate new ideas for SME projects with use of innovative approaches through pilot project proposals that will be discussed in an ADB planned annual issuance called the Asia Small and Medium Enterprise Monitor (ASM).

Project Rationale and Linkage to Country/Regional Strategy | SME development is a key policy agenda toward inclusive growth in most DMCs. The appropriate design of SME policy has become more challenging due to the complexity of the SME business environment and the rapidly changing external environment. For instance, the Fourth Industrial Revolution , represented by emerging technologies such as artificial intelligence, robotics, and Internet of Things, has been dramatically changing Asia's business environment and influencing how SMEs operate. While this may bring a negative impact of reducing workforces mainly from large and established firms, it can create more viable SME bases, especially tech-based SMEs that support creating more quality jobs and attracting more investments. Technology, as an enabler of innovation, is a key survival tool for growth-oriented SMEs including startup companies. DMC governments will need to timely monitor changing business climates so that they can design enforceable policy support for SME development. | ||||||

Consulting Services | Quality and Cost Based Selection (QCBS) The international consulting firm will be hired to support the ADB project team in data processing for the planned annual issuance of the Asia Small and Medium Enterprise Monitor (ASM) and in designing an open data portal. Details to be provided during TA implementation. Individual Consultants Selection This method will be used to engage 31 person-months' international and 62 person-months' national individual consultant services comprising: (i) 18 person-months for a lead SME development international specialist, (ii) 7 person-months for a SME development training international expert, (iii) 6 person-months for an international editor of the ASM, (iv) 56 person-months for two national SME data analysts (ADB headquarters), and (v) 6 person-months for a data portal national expert.
