The proposed program will be the first sector development program (SDP) for the water sector in the PRC and the first ADB SDP implemented at a county level. The SDP aims to address the water sector needs and development constraints of Jiaxiang County, an extremely water sensitive area in the People's Republic of China (PRC), by (i) addressing the policy and institutional gaps and mitigating climate risks, (ii) integrating water supply and delivery of sewerage services, (iii) improving public health and environmental quality of waterways, and (iv) enhancing institutional and program management capacity, under an integrated and long-term approach, where policy and institutional reforms and infrastructure investments are required.

Project Rationale and Linkage to Country/Regional Strategy Jiaxiang County is one of the most water sensitive areas in the PRC and faces water security issues related to water supply, safe sanitation, floods, and environmental degradation, which are aggravated by rapid urbanization and climate change. Previous interventions have been piecemeal and significant institutional reforms are needed to operationalize the integrated water management policies to deliver sustainable and resilient water services. The proposed program will combine infrastructure investments and institutional reforms to support the achievement of difficult and complex reforms and ensure that an adequate policy and institutional framework is in place for effective implementation of the investment lending, which both will ensure more efficient utilization of water resources and will lead to strategic investments infrastructure and water resources development to meet growing water demands.
