Pakistan : Preparing the Punjab Agriculture Markets Development Project
The proposed project will finance the development of a modern holistic wholesale agriculture market in Lahore and prepare a master plan for development of wholesale markets in other locations proposed and agreed by PAD. It will complement and enhance the impact of other ongoing government-run as well as other donor-funded projects aimed at improving agriculture value chains. The project is also expected to recommendations on up to three priority sites for developing other wholesale agriculture markets at Okara, Dera Ghazi Khan, and Rawalpindi in Punjab.

- Project Rationale and Linkage to Country/Regional Strategy
- Punjab is a major contributor to to Pakistan's economy and food security. Punjab contributes about 60% to the agriculture-based exports of the country. The province produces 75.5 percent of wheat, 70.2 percent of rice, 68.5 percent of cotton, 67.8 percent of sugarcane, 79.8 percent of maize, and 86.5 percent of gram in the country, and is a major contributor to the milk market. However, most of the agriculture produce in Punjab, as with the rest of Pakistan, travels through a complex marketing chain with poor regulation and enforcement of rules. There is a need to modernize agricultural marketing systems in Punjab to promote economic growth and job creation.

The project preparation will require a team of international and national specialists to conduct the due diligence in terms of technical, financial and economic, social, environmental, and institutional aspects and prepare project feasibility studies to meet the requirements of ADB and the Government of Punjab, Pakistan.
TA consultants were mobilized in January 2020. TA consultants have prepared a feasibility study, safeguard documents, and other due diligences for a new modern wholesale market in Lahore. The scope of the feasibility studies was expanded to include newly proposed Dera Ghazi Khan and Rawalpindi sites. These sites were included in Punjab Agriculture Department's priority sites.
