Description | The transaction technical assistance facility (TRTA-F) will provide project preparation support to a series of projects, initially comprising of: (i) Gansu Rural Vitalization and Integrated Industry Development; (ii) Shanxi Low-Carbon and Beautiful Villages Development; (iii) Guangxi -Guilin Comprehensive Ecological Rehabilitation, and (iv) Heilongjiang Regional Economic Cooperation. The ensuing projects involve investments in green and low carbon infrastructure, rural vitalization and regional integration which are key strategic priorities for both the Government of the People''s Republic of China and the Asian Development Bank.
Project Rationale and Linkage to Country/Regional Strategy | The proposed TA facility will provide project preparation support (planning and sector assessments, due diligence work, and training of government staff to support their project preparation activities) for four projects in the pipeline for 2021 approval. As projects will require economic, financial, environment and safeguard specialists, the TA facility approach is suitable to (i) enhance operational efficiency in project preparation; (ii) gain synergies from working with the same consultants; (iii) reduce recruitment time of consultants by allowing consultants to be retained on a long-term basis; and (iv) strengthen coordination between ADB's preparatory activities and design institutes' work. The TA facility will result in efficient and strategic implementation of a consolidated TA to support project preparation aiming at faster delivery of innovative projects, quicker and more flexible responsiveness to support lending operations, and higher readiness of approved projects.
