Consulting Services ADB will engage a consulting firm and/or individual consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and TA staff instructions using a simplified technical proposal and the quality- and cost-based selection method. The quality cost ratio will be 90:10 because of the high technical complexity of the consulting assignment.
