Description

The project will be one of the first international project financed solar power projects in the country and has an expected

cost of approximately $[51] million.

Objectives and Scope

The proposed loan will support the borrower to develop and operate a 50 megawatt (MW)

photovoltaic solar power plant and its associated facilities in Tay Ninh Province, Viet Nam. The

financing will also catalyze commercial loans for one of the first large-scale solar power project

finance transactions in the country. ADB's participation in the project will also ensure compliance

with rigorous environmental and social safeguard standards

Linkage to Country/Regional Strategy

The project aligns

with ADB's Energy Policy, which supports wider access to energy through investments in energy

efficiency and renewable energy projects.14 The project will contribute to ADB's target of $6 billion

in annual financing for climate mitigation and adaptation by 2020, and will increase Viet Nam's

use of renewable energy and reduce reliance on fossil fuels such as coal thereby mitigating GHG

emissions and reducing the need for fuel imports.

Summary of Environmental and Social Aspects
Environmental Aspects Proceeds of ADB's investment will be used to develop and operate a 50 megawatts (MW) photovoltaic solar power plant and its associated facilities in Viet Nam. The project is a phase II solar power project, located in Thanh Thanh Cong Industrial Park (TTC IP), Trang Bang District, Tay Ninh Province. The potential environmental impacts of the project are considered site-specific, reversible, and mostly associated with construction activities. Therefore, ADB has categorized this project as Category B for environment.
Involuntary Resettlement The project is classified as category C on Involuntary Resettlement (IR) as no IR impact is envisaged for the project. The project is located within an industrial park and the land use rights certificate has been acquired for the development of the solar power plant. The land where the whole industrial park is located was acquired in 2008 and leased to the industrial state in 2012. There are no legacy issues or pending grievances/legal cases associated with the land leased for the project. The transmission line linking the project to the nearest sub-station is located with the industrial park and along the right of way of the internal roads within the park.
Indigenous Peoples The project is classified as category C for Indigenous Peoples (IP). The project and its associated facilities are not located in an area owned, claimed or used by indigenous peoples.
Stakeholder Communication, Participation, and Consultation

The Project conducted and registered an Environmental Protection Plan (EPP) per Decree 18/2015/ ND-CP to Trang Bang District PC. The project will implement an environmental and social management system (ESMS) based on corporate ESMS Manual. The project ESMS will include implementation of Stakeholder Engagement

Plan (SEP), to engage and communicate with the Project's external stakeholders (including communication and management of any grievances from external stakeholder) throughout the Project implementation.
