Project Rationale and Linkage to Country/Regional Strategy | The proposed project will modernize the Yavan and (priority components of) Kumsangir I&D systems in the Lower Vaksh river basin in Tajikistan. It will also increase capacities of ALRI, water user associations (WUAs) and specifically target women irrigators. The project will improve agricultural water productivity with: (i) climate resilient and modernized I&D infrastructure at the Yavan and (priority components of) Kumsangir schemes to improve drainage and conveyance, and measurement and control of irrigation water; (ii) inclusive and reliable OFWM with targeted interventions for women irrigators, including improved land and water management practices and application of technologies; and (iii) policy and institutional strengthening of ALRI for asset management, operation and maintenance planning and service orientation. | ||||

Consulting Services | The services will be under the overall direction of the International Team Leader/Irrigation Modernization Engineer (to be engaged as an individual consultant). The feasibility design services will include technical appraisals of the selected subprojects, including data collection, surveys; studies, scheme modernization, engineering design; and management and operation and maintenance (O&M) aspects. It will also include relevant requirements for social and gender aspects, economic and financial analysis, financial management, procurement capacity and risk assessment and social and environmental safeguards in accordance with ADB guidelines. The feasibility design services (to be engaged under one package) will be implemented over a period of 5 months from about January 2020. A total of 66 person-months (pm) are required. |
