The Project entails the development of multiple rooftop solar photovoltaic facilities of 1MW or less on the rooftops of commercial and industrial buildings in Viet Nam, targeting a total aggregate capacity of 118 MW. The project sponsor has already completed and financed with equity the project's first 18 MWs. A "single loan, multiple projects" financing structure will be used, whereby lenders will only disburse once construction of an individual rooftop installation is completed. The LTA will review and confirm that a subset of the subprojects have been designed and prepared in compliance with a pre-defined standardized framework, before disbursement can be made.

Linkage to Country/Regional Strategy

The Project supports private sector participation in infrastructure, a core pillar of ADB's long-term strategy as affirmed by its Strategy 2030. The project is consistent with ADB's country partnership strategy for Viet Nam, 2016 2020 in supporting the expansion of infrastructure and environment-friendly technologies for clean energy generation.20 It also contributes to the objectives of Viet Nam's Revised National Power Development Plan, 2011 2020.

The Project aligns with ADB's energy policy, which encourages interventions designed to shift reliance on fossil fuel sources for energy to renewable forms of energy to slow down the growth of GHG emissions and help countries achieve energy self-sufficiency.22 The project will increase Viet Nam's use of renewable energy and reduce reliance on fossil fuels such as coal, thereby mitigating GHG emissions. It is also aligned with Viet Nam's commitments to the United Nations Framework Convention on Climate Change and will contribute to ADB's target of providing $80.0 billion in climate finance by 2030.
