Description
The knowledge and support technical assistance (TA) will support the efforts of the developing member countries (DMCs) of the Asian Development Bank (ADB) to build livable cities that are green, competitive, inclusive, and resilient by applying innovative and integrated solutions in project development, design, and execution.
Project Rationale and Linkage to Country/Regional Strategy
The TA is aligned with ADB's Strategy 2030 and its Operational Plan for Priority 4: Making Cities More Livable, 2019-2024, which aims to improve the coverage, quality, efficiency, and reliability of services in urban areas; strengthen urban planning and the financial sustainability of cities; and improve the urban environment, climate resilience, and disaster risk management of cities. It is being developed in close consultation with ADB operations departments and has been supported by the Urban Sector Group Committee (comprising of directors from the operations departments). Additionally, it will build on lessons from previous activities of ADB's regional departments, Sustainable Development and Climate Change Department, and urban development initiatives at other multilateral development organizations. The TA is included in the Management-approved 2019 results-based work plan of the Sustainable Development and Climate Change Department.

Description of Outcome

Integrated and innovative urban solutions promoted

Progress Toward Outcome
An innovative approach that promotes integrated urban solutions has been tested in five cities during phase 1. The approach, termed Livable City Action Plans (LCAP), has been refined based on this practical experience and on an in-depth review of methods developed by other international financial institutions. During phase two the refined approach which was rebranded as "Solutions for Livability" will be applied to additional cities.

Status of Implementation Progress (Outputs, Activities, and Issues)
Output 1LCAPs identifying integrated solutions for enhancing livability were developed in five cities: (1) clean air action plan for Bishkek (Kyrgyz Republic); (2) clean air action plan for Almaty (Kazakhstan); (3) competitive city action plan for Bavet (Cambodia); (4) sustainable tourism action plan for Pokhara (Nepal); and (5) green transformation action plan for Sargodha (Pakistan). In aggregate, the 5 LCAPs identified 64 priority actions with the estimated value of $1,068.93 million (CAPEX) and $44.53 million (OPEX).Output 2Six ADB subprojects received support: (1) integrated water management for a more livable Apia, Samoa; (2) capacity building and change management for digital transformation of land management in Fiji; (3) develop livability profiles for Semarang and Pontianak (Indonesia); (4) develop an inclusive urban space design guideline and two demonstration space designs for coastal towns in Bangladesh; (5) design an operation and maintenance (O&M) procurement template; and (6) develop an urban data guideline to inform DMC cities on the effective use of data for urban planning.Output 3Knowledge and capacity on livability topics were improved through (A), support for knowledge products which have been completed: (1) Xiangtan Low Carbon Transformation (PRC); (2) Disability-Inclusive Urban Development e-Learning Course; (3) Promoting Livability Action Planning as an Approach to Integrated Urban Development; (4) Digital Transformation in Land Management (Fiji); (5) Urban Redevelopment Processes and Practices, and (B), knowledge-sharing and capacity building events completed: (1) Participation at the Seoul Biennale: Exhibition and Forum (Xiangtan Low Carbon Transformation as a case study); (2) Inclusive Design Bootcamp for ADB project officers; and (3) Public-Private Partnership Training for mainstreaming PPP for OneADB ProgramIn phase 2, as of 1Q2024, three more applications of Solutions for Livability are under discussion.
