Project Rationale and Linkage to Country/Regional Strategy | The proposed Agartala City Urban Development Project is part of an urban renewal and retrofitting strategic program by the Government of India in collaboration with respective states to make urban areas more livable, citizen-friendly, resilient and sustainable. It envisions developing the city's central and east zone as model area, based on area-based development, which is expected to have a ripple effect on other parts of the city and nearby cities and towns. | ||||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | Project was effective on 23 December 2021. All contract packages have been awarded and works are in progress. The contract packages are related to (i) construction of 23 kilometers (km) of climate-resilient roads and enhancement of 48 km of storm water drainage, (ii) renewal of emblematic open spaces, (iii) strengthening the knowledge and capacity of Agartala Municipal Corporation (AMC) to ensure improved urban service delivery, and (iv) building capacity and raising awareness of communities and public health agencies (would be undertaken under TA). |

Environmental Aspects | The project is classified as category B for environmental safeguards as per the ADB's SPS 2009. The Environmental Assessment (Initial Environmental Examination) for the project is done as per the ADB's SPS, 2009 as well as Government of India's EIA Notification, 2006 and it's amendment thereby. Three IEEs reports were prepared for (a) Maharaja Bir Bikram College Lake Revitalization; (b) Revival and Restoration of Ujjayanta Palace Complex; and (c) Upgradation of Major Roads under the Project. IEE reports provide the (i) significant finding, and recommended actions; (ii) details of national and local legal and institutional framework; (iii) information on existing geographic, ecological, social and temporal context including associated facilities within the subprojects area of influence; (iv) assessment of the subprojects likely positive and negative direct and indirect impacts to physical, biological, socioeconomic, and physical cultural resources in the subprojects area of influence; (v) stakeholders consultation; (vi) grievance redress mechanism for resolving complaints about environmental performance; (vii) set of mitigation measures to be undertaken to avoid, reduce, mitigate, or compensate for environmental impacts; (viii) monitoring measures and reporting procedures to ensure early detection of conditions that necessitate particular mitigation measures; and (ix) mitigation and monitoring measures. |
Involuntary Resettlement | The Project is classified as category B for involuntary resettlement. The safeguard documents are in line with the SPS and applicable national laws to guide screening and assess resettlement impacts on different project packages. The work on the three packages will be carried out within the available government-owned land or right of way (ROW), and no acquisition of private land is required. Temporary livelihood impacts to 309 business owners (37 vulnerable) during construction and the loss of 13 common property resources are assessed due to the implementation of the smart roads subproject in the Agartala city package, for which a resettlement plan has been prepared. |
Indigenous Peoples | The Project is classified as category C for indigenous peoples. None of the affected hawkers/street vendors surveyed belongs to the indigenous peoples groups. |

During Project Design | Public consultation has been conducted to understand the local issues and public views regarding the overall Project and possible impacts, which has made inputs to develop safeguards and gender-related documents. |
During Project Implementation | The Public consultations will be continued throughout the project implementation with the support of the safeguards focal and safeguards consultant at PMU. A grievance redressal mechanism (GRM) will be established to facilitate the resolution of affected persons concerns, complaints, and grievances related to social and environmental issues related to the Project in a time-bound manner. The stakeholders and affected households will be continued to be informed about GRM throughout the project implementation. |
