Regional: Improving Gender Equality in Nonsovereign Climate Finance Operations

This technical assistance program will finance an experienced gender specialist to work closely with borrower and PSOD staff to identify, develop and promote opportunities supporting gender equality in PSOD blended finance projects. It will include two workstreams:

a. Gender mainstreaming in projects and technical assistance: The specialist will directly support PSOD clients in the development of gender action plans (GAP) and advise deal teams on how to incorporate gender elements into their projects. Where relevant, the specialist will also support borrowers in accessing concessional financing for eligible projects to become classified as ADB gender project (SGE, EGM or GEN).

Objectives and Scope

This technical assistance program will finance an experienced gender specialist to work closely with borrower and PSOD staff to identify, develop and promote opportunities supporting gender equality in PSOD blended finance projects. It will include two workstreams:

a. Gender mainstreaming in projects and technical assistance: The specialist will directly support PSOD clients in the development of gender action plans (GAP) and advise deal teams on how to incorporate gender elements into their projects. b. Knowledge building and enhancing the effectiveness of gender mainstreaming in PSOD. The specialist will develop institutional knowledge, processes and best practices towards improved gender mainstreaming throughout PSOD transaction development and train deal officers in applying those in their work. The specialist will elaborate and disseminate best practice and success stories.
