| Project Rationale and Linkage to Country/Regional Strategy | Bhutan is a landlocked country with a rugged and mountainous landscape that presents unique challenges to the development and maintenance of surface transport facilities. Due to the geographical features of the country, aviation has been crucial for providing linkages between the capital, Thimphu, and the various administrative and commercial centers. Most international tourists use air transport to enter Bhutan. To meet future air transport demand and to provide alternative air connectivity for the country, it is necessary to formulate a comprehensive national civil aviation sector strategy and to elaborate a master plan consistent with the government's plans. There is a need for an expansion in air transport services to other international hubs and regional centers and for the upgrade of airport facilities to meet demand targets. | ||||
