Consulting Services The proposed TA is expected to require individual international and national consultants, to be engaged on a continuous or intermittent basis, as necessary. Experienced SOE reform specialists, and technical and legal experts will be recruited as consultants to guide decision-makers. Consultants for Output 1 will include SOE governance reform experts and legal and regulatory experts who will advise on immediate changes required in the corporate governance framework. Consultants for Output 2 will include transaction advisors to address SOE liabilities and improve cash flows in particular sectors, to be determined in consultation with the government. The terms of reference for consultants will be prepared in coordination with the Ministry of Public Enterprises, and other relevant stakeholders. The exact requirements for different types of expertise and the length of engagement will vary according to the scope of work.
Procurement ADB will engage the consultants and carry out procurement following the ADB Procurement Policy (2017, as amended from time to time) and Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
