Consulting Services ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. Concurrence will be sought from participating governments in the shortlisting of consultants. The TA will finance up to 43 person-months of international consulting services and 14.5 of national consulting services. Either individual or consulting firm selections will be used in accordance with the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. The TA requires highly qualified international and national experts in the field of social protection and regulatory framework, social protection investment planning and financing and aged care, among others. The consultants' terms of reference are in Appendix 3. Proceeds of the TA will be disbursed in accordance with the ADB Technical Assistance Disbursement Handbook (2010, as amended from time to time).
