Regional : Strengthening Social Protection in the Pacific
The TA is designed to address piecemeal and weakly targeted social protection measures in the Pacific and expand social protection systems to promote sustainable support for the vulnerable. It will offer broad support to meet the distinct needs of the region by focusing on social insurance, social assistance, and active labor market programs. Priorities will also be given to assist Pacific DMCs in responding to COVID-19 and other climate and disaster related shocks under all the TA outputs.

Status of Implementation Progress (Outputs, Activities, and Issues) | Two projects on strengthening social protection systems and programs in Palau and Vanuatu have been approved in 2021 and 2022. Processing of relevant projects in Tonga and Republic of Marshall Islands ongoing. Rapid assessment of preparedness, mitigation and response measures designed to reduce the impact of the pandemic on vulnerable groups such as poor households, older persons, informal or unprotected workers, people with disabilities, children and the gender-differentiated effects of COVID-19 on these groups mainly from social, economic and health perspective have been undertaken for Cook Islands, Kiribati, Fiji, Papua New Guinea, Samoa, and Tuvalu. The TA assisted in setting-up the social registry in the Federated States of Micronesia. The TA assisted the Government of Papua New Guinea in developing their National Social Protection Policy which aims at protecting and safeguarding the interest of vulnerable groups and expanding the existing programs and activities pertaining to social protection in the country. A national social protection strategy produced for Nauru which aims to improve the efficiency, effectiveness and sustainability of social protection programs. The strategy includes ICT Roadmap for the social protection in Nauru. The TA supported Vanuatu, Kiribati, PNG and Tuvalu in the data collection for the 2018 SPI and preparing the Regional SPI Report for the Pacific. Supported the feasibility of aged care services in Cook Islands. |

Consulting Services | ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. Concurrence will be sought from participating governments in the shortlisting of consultants. The TA will finance up to 43 person-months of international consulting services and 14.5 of national consulting services. Either individual or consulting firm selections will be used in accordance with the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. The TA requires highly qualified international and national experts in the field of social protection and regulatory framework, social protection investment planning and financing and aged care, among others. Proceeds of the TA will be disbursed in accordance with the ADB Technical Assistance Disbursement Handbook (2010, as amended from time to time). |
