Description The small-scale knowledge and support technical assistance (SSTA) will provide hands-on support for project management and implementation, provide capacity building and training in ADB's operations, and facilitate knowledge sharing and policy dialogue with the government of the Kyrgyz Republic.
Project Rationale and Linkage to Country/Regional Strategy

Despite ongoing support and assistance to executing and implementing agencies in the Kyrgyz Republic, the overall performance of the portfolio remains poor. Continuous staff turnover is a major issue at executing agencies, implementing agencies, and project implementing units (PIUs) which necessitates continuous capacity building and training on procurement, project management, financial management and monitoring. Many executing and implementing agencies and their PIUs lack the capacity and skills to effectively plan, prepare, implement and manage public investments and the local market for qualified national consultants is limited. Addressing the capacity and skills deficit quickly is not always possible using loan-or grant-financed project budgets due to the lengthy procedures for such consultant selections. In addition, the types of project financed by ADB are becoming more complex. The first results-based loan and small expenditure financing facility for the Kyrgyz Republic were approved in September and November 2019 respectively. The government has no experience with these new modalities and, combined with the overall low capacity for implementation and contract management, will necessitate ADB to quickly mobilize consultants to address problems quickly and prevent implementation delays.

The government and ADB should conduct a strategic review of the key sectors in which ADB provides support in the Kyrgyz Republic and identify areas where additional knowledge and best practices should be applied to solve emerging problems, such as lack of human resources, preparing sector development plans and priorities, addressing corruption risks, reforming the government's approach to managing investment projects. The proposed SSTA will support sector reviews to identify capacity constraints, knowledge and capacity building needs in the sectors in which ADB operates and enable the Kyrgyz Republic Resident Mission (KYRM) to follow up these needs assessments with workshops, outreach and capacity building events to improve the performance of the ADB portfolio in increase responsiveness and relevance of ADB support.

Impact The TA is aligned with the following impact: more efficient implementation of public investments in the Kyrgyz Republic.
Outcome The TA will have the following outcome: improved performance of the ADB portfolio in the Kyrgyz Republic.
