Tuvalu : Preparing the Funafuti Water and Sanitation Project (formerly Integrated Urban Resilience Project)

The Government of Tuvalu has requested Asian Development Bank (ADB) assistance to support the water and sanitation sector in Funafuti. Given the importance and magnitude of the proposed water and sanitation project, a project readiness financing (PRF) project is required to ensure high-level readiness of the ensuing projects, and timely and cost-effective achievement of project outcomes.

The PRF will streamline the initial investment project contract awards and expedite initial disbursements for the project. The PRF will finance investments to (i) create an enabling environment for the ensuing investment project (output 1) and (ii) identify project investments and complete detailed engineering design (output 2). The PRF will finance consulting firms, a nongovernment organization, and individual consultants.

Description

Project Rationale and Linkage to Country/Regional Strategy The project readiness financing (PRF) will support the government in preparing engineering designs, surveys, and other start-up activities (preparation and implementation of due diligence and procurement support) for the proposed Funafuti Water and Sanitation Project. Together with the improvement of project implementation capacity of the executing and implementing agencies, the PRF will support the government in analyzing, assessing, and potentially designing a new institutional framework to create an enabling environment for the ensuing project. The proposed assistance is aligned with Tuvalu's National Strategy for Sustainable Development, 2016-2020 and ADB's country operations business plan, 2020-2022 for the Eleven Small Pacific Island Countries. The assistance is also aligned with ADB's Pacific Approach 2016-2020 and Strategy 2030 by making cities more livable.

During Project Design The community communications specialist will prepare the communications strategy and design gender sensitive public awareness and community outreach campaign.
During Project Implementation Consultations with key stakeholders are undertaken to address environmental, social, gender, affordability, land and resettlement issues.
Business Opportunities
Consulting Services MOF and ADB will jointly recruit all consultants and NGO following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. Consulting services will comprise two output-based consulting firms, six input-based individual consultants, and an NGO.
