Description

The program, comprising three subprograms, targets improvements in the operational performance and financial sustainability of state-owned enterprises (SOEs) and helps strengthen service delivery. Policy actions achieved under subprograms 1 and 2 have been sustained and are built upon by subprogram 3 actions. Policy reforms under subprogram 3, which is the final subprogram, will further strengthen legislative and policy frameworks for SOEs; enhance governance and transparency; and improve financial sustainability of priority SOEs.

Project Rationale and Linkage to Country/Regional Strategy The program is consistent with ADB's Strategy 2030 operational priorities of strengthening governance and institutional capacity (including SOE reforms to improve service delivery) and accelerating progress in gender equality. With the aim of improving service delivery and financial performance of SOEs, the program strengthens governance and institutional capacity through completing and implementing policy and regulatory frameworks for SOEs, competition, and PPPs.
