Description

The project will improve the Chattogram Port Access Road, an 11.5-kilometer road linking Dhaka-Chattogram highway N1 and the Chattogram Port, by increasing lanes and adding a service road.

Project Rationale and Linkage to Country/Regional Strategy The Chattogram Port Access Road is one of the major access roads from Dhaka to the Port of Chattogram. However, it is a two-lane road with limited capacity and no service lane for slow moving vehicles. This causes frequent congestion which leads to significant economic loss and safety hazards. Chattogram (formerly Chittagong) is located at a critical junction of Bangladesh, being a focal for South Asia Subregional Economic Cooperation transport corridors, as well as the main transport axis of Bangladesh on the Dhaka-Chattogram-Cox's Bazaar economic corridor. Rail, road, air, and port logistics modes converge at Chattogram.

Consulting Services For consultancies financed by ADB, all consultant recruitment will be carried out using quality- and cost-based selection with an 90:10 ratio. Procurement of contracts to be financed from the project will be through open competitive bidding (international advertisement).
Procurement Procurement (including consulting services) to be financed by ADB will follow ADB Procurement Policy (2017, as amended from time to time) and Procurement Regulations for ADB Borrowers (2017, as amended from time to time). ADB standard bidding documents for large works or plant (design, supply and install) with pre- or post-qualification will be adopted, with appropriate adaptations.
