| Status of Implementation Progress (Outputs, Activities, and Issues) | The TA inception mission was conducted in July 2021. The TA inception report will be finalized, including the following notes: (i) the whole Huangshui River basin in Qinghai Province should be defined as the TA scope; (ii) the current situation, system analysis, and new concepts such as peak carbon dioxide emissions (policy) and climate change (natural environment) should also be included in the discussion content of the report; and (iii) it is recommended that the national study tour be carried out jointly with the TA consultant team of TA 6657-PRC: Improving Policies and Planning for Nature-Positive Development in the Huangshui River Source Area, with the budget to be provided by TA 6616-PRC: Research on Comprehensive Management Planning Policy of Huangshui Basin in Qinghai Province. Climate change was included in the report during the discussion since it is not only a challenge for the Huangshui River Basin but also an opportunity. The mission proposed that 1.0 person-month input of a national climate change specialist be added to work with the TA consultants. The draft TA interim report in Chinese was submitted and revised according to comments from ADB and IA in September 2022. The TA interim workshop was delayed due to coronavirus disease (Covid-19). It is expected to be conducted in October 2022. |
