China, People's Republic of: Improving Policies and Planning for Nature-Positive Development in the Huangshui River Source Area
The knowledge and support technical assistance (TA) for Improving Policies and Planning for Nature-Positive Development in the Huangshui River Source Area (formerly Study on the Planning and Policy of Comprehensive Ecological Control of the Source of Huangshui River in Haiyan County) is subproject 8 of the overall TA cluster for the People's Republic of China (PRC) for Strengthening Capacity, Institutions, and Policies for Enabling High-Quality Green Development in the Yellow River Ecological Corridor, which was approved on 28 October 2020. All the seven TA subprojects are being processed for approval in 2020. This TA subproject 7 aims to develop pilot activities in the Haiyan County within the source area of the Huang River, a major tributary of the Yellow River. The Qinghai Provincial Finance Bureau (QPFB) will be the executing agency and the Haiyan County Government (HCG) will be the implementing agency.

Project Rationale and Linkage to Country/Regional Strategy | The TA subproject 7 will have the following outcome: the capacity of ecological protection and green development in Haiyan County improved. The impact of the TA subproject 2 will be aligned with the overall impact of the TA cluster: resilient ecological protection and security in the Yellow River Basin (YRB) achieved. The TA subproject 7 will support the overall TA cluster with strong focus on developing pilot activities for comprehensive approach to ecological protection and green development at local government level. The TA subproject 7 has the following two outputs: Output 1: Eco-friendly policies and green investment strategies recommended. Output 1 will start with systematic examination of the main gaps and challenges in policy, management, and investment domains for increased ecological protection and sustainable economic development, through literature review, surveys, dialogues, and analytical diagnosis. This will form a sound basis to identify policy recommendations to mainstream ecological protection in economic development tailored to Haiyan County; and develop strategies in key investment areas based on the principle of nature positive approach. These priority areas will include ecotourism development and ecological restoration (grassland, rivers, lakes, mountains) and environment protection (pollution control, floods, drinking water). Output 2: Capacity building activities in nature positive planning and policy making implemented. This output will conduct a series of capacity building activities to help improve policy and planning process in the Haiyan County. These include in county analytical dialogues/trainings on selected technical topics, domestic study tours to selected sites in the Yellow River Basin and outside, and dissemination workshops to encourage peer learning. |

Status of Implementation Progress (Outputs, Activities, and Issues) | Six national consultants were mobilized on 11 May 2021 through a consulting firm. the consultants conducted site visits, initial consultations, and data collection with the support of the Haiyan County Government. An inception mission was held at Xining and Haiyan, Qinghai Province on 19-22 July 2021, where an inception workshop and site visits were conducted. Final inception report was submitted on 7 September 2021. |
