- Project Rationale and Linkage to Country/Regional Strategy
- The TA cluster subproject supports the cluster TA 0048-PRC: Strengthening Capacity, Institutions, and Policies for Enabling High-Quality, Green Development in the Yellow River Ecological Corridor (YREC) of the Asian Development Bank (ADB). The YREC program, a multisector programmatic approach that supports the goals of the People's Republic of China's YRB Ecological Protection and High-quality Development Program, 2021-2035 to prioritize ecological protection and promote high-quality green development in the YRB. The TA cluster, approved on 28 October 2020, has the following outcome: high-quality, green development opportunities in the YRB increased. The TA cluster comprises a series of subprojects--each focused on different aspects of river basin management--to help achieve the aims of the YREC program.

- It is estimated that the TA cluster subproject will require (i) 13.80 person-months of consulting services, comprising one international and five national consultants: water resources management specialist (international, 1.00 person-month and national, 3.40 person-months), water resources allocation specialist (national, 2.00 person-months), ecology specialist (national, 3.00 person-months), land resources management specialist (national, 1.40 person-months), and computer engineer for modeling (national, 3.00 person-months); and (ii) 0.90 person-months of five national resources persons: integrated river basin management, water resources management, water policy, land use policy, and ecology specialists (national, 0.18 person-month each). ADB will engage each of the consultants and resource persons through individual consultant selection and with a lump-sum contract with a provision for fixed out-of-pocket expenditures, following ADB's Procurement Policy (2017, as amended from time to time), the Procurement Regulations for ADB Borrowers (2017, as amended from time to time), and their associated project administration instructions and/or staff instructions. The consultants will submit reports to ADB and the IWHR as required in the indicative terms of reference. The submitted reports will be subject to review by ADB and the IWHR. All reports will be written in English and translated into Chinese.

- Procurement of goods and non-consulting services by request for quotation method will be carried out by the IWHR, following ADB's Procurement Policy (2017, as amended from time to time), the Procurement Regulations for ADB Borrowers (2017, as amended from time to time), and their associated project administration instructions and/or staff instructions. The IWHR's procurement capacity assessed using a procurement capacity checklist is adequate for the procurement under the TA cluster subproject.
