Regional: Developing the Central Asia Regional Economic Cooperation Water Pillar
The TA will support the development of the CAREC water pillar, with an emphasis on economic aspects and sustainable financing of water resources management. The TA is aligned with ADB's Strategy 2030, particularly for the operational priorities that involve (i) tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability; (ii) fostering regional cooperation and integration. The proposed initiatives developed under the CAREC water pillar will be suitable for broader application to the entire CAREC region.

Project Rationale and Linkage to Country/Regional Strategy | In 2017, CAREC introduced agriculture and water as a new pillar under the CAREC 2030 strategy to provide a conducive and trusted platform to engage in addressing water scarcity and water productivity issues as a step towards future cooperation on regional water resources management. It further enhances the potential for a more strategic dialogue and engagement which considers national areas of interest, within a regional context. During a June 2019 CAREC Side Session on Water: Advancing Water Cooperation and Sharing Experiences' in Tashkent, the urgent need for the development of a framework for the water pillar under the CAREC Program was identified as a new area of support in the CAREC Strategy 2030. It was agreed that ADB would support a scoping study which would initially focus on the Central Asia region, but which could be an example for all CAREC member states. |
