| Objectives and Scope | ||||||
| Linkage to Country/Regional Strategy | The project is aligned with ADB's Strategy 2030 Operational Priority 1 (Addressing Remaining Poverty and Reducing Inequalities) and Operational Priority 4 (Livable Cities). Ensuring the supply of natural gas and LPG will enhance the resilience of cities to support effective epidemic responses and limit the negative impact of the outbreak. The provision of gas to meet basic energy demand contributes to building livable cities by benefiting households through uninterrupted access to energy in urban areas and surrounding communities under lockdown. With its sophisticated logistics and information technology systems, CGH will contribute to ensuring the uninterrupted supply of gas to meet basic human needs in Wuhan City and Hubei Province. No climate mitigation or adaptation financing has been estimated for this project. The project addresses the following strategic priority of ADB's country partnership strategy for the PRC, 2016-2020: supporting inclusive economic activities. The proposed loan is also aligned with priority areas of ADB's country partnership strategy for private sector development, as it will support a commercially viable private sector solution in the crisis. The proposed project embodies ADB's Operational Plan for Private Sector Operations 2019-2024 and ADB's Energy Policy of emphasizing energy security and universal access to energy. The policies encourage ADB to help developing member countries (DMCs) provide reliable, adequate, and affordable energy for inclusive growth in a socially, economically, and environmentally sustainable way. ADB's financing support to China Gas Capital Management will help ensure that resources are proportionately allocated to help with addressing the COVID-19 energy supply emergency at its epicenter. This is a significant step in improving cross-border energy security for ADB's other DMCs in Asia and the Pacific |

ADB and China Gas Holdings Ltd. signed a $20 million private sector loan agreement to support natural gas and LPG deliveries to households, hospitals, industry, and services crucial to the ongoing response to COVID-19.
