The knowledge and support technical assistance (TA) aims to promote innovations in implementing Strategy 2030 Operational Plan for Priority 7 (RCI-OP) by (i) supporting sector and/or subsector diversification in RCI; (ii) fostering systematic development of non-sovereign RCI; (iii) exploring opportunities in inter-subregional cooperation; and (iv) supporting the developing member countries (DMCs) that have lagged in RCI. To the extent possible, the TA will integrate considerations and measures to address the risks posed by the coronavirus disease (COVID-19) pandemic and help ADB DMCs in post pandemic recovery.

Description
The knowledge and support technical assistance (TA) aims to promote innovations in implementing Strategy 2030 Operational Plan for Priority 7 (RCI-OP) by (i) supporting sector and/or subsector diversification in RCI; (ii) fostering systematic development of non-sovereign RCI; (iii) exploring opportunities in inter-subregional cooperation; and (iv) supporting the developing member countries (DMCs) that have lagged in RCI. To the extent possible, the TA will integrate considerations and measures to address the risks posed by the coronavirus disease (COVID-19) pandemic and help ADB DMCs in post pandemic recovery.
Project Rationale and Linkage to Country/Regional Strategy
The TA will support implementation of the RCI-OP by addressing selectively some of the most pressing needs of DMCs for medium-term post COVID-19 recovery in the areas of (i) developing higher-quality connectivity, focusing on greening and improving the resilience of maritime transport; (ii) expanding regional and global trade and investment, focusing on the development of resilient regional service value chains and support to SMEs through regional financial cooperation; and (iii) supporting SIDS in mitigating climate change and transboundary health risks. While the proposed TA is not intended to be an immediate response to the COVID-19 crisis, due consideration has been given to the need for integrating health resilience in RCI operations over the medium-term by mitigating accentuated risks to maritime goods trade growth recovery, promoting wider socially inclusive benefits from trade and investment, and reducing post pandemic impacts on environmental sustainability.

The need for the TA was discussed with DMCs on various occasions, including during the 2019 RCI conference.
During Project Implementation
Consultation with various stakeholders will be conducted during TA implementation, and information will be updated regularly.

Business Opportunities

Consulting Services
Resource persons will be engaged, as needed, to provide qualitative and quantitative inputs supporting and supplementing the studies required by the TA, including participation in seminars, meetings, training events, and dissemination workshops. Output-based or lumpsum contracts, indefinite contracts or framework agreements for consulting services, and use of fixed out-of-pocket expenses will be considered where appropriate with the concurrence of the Procurement, Portfolio and Financial Management Department. ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions.
