Description

The knowledge and support technical assistance (TA) will support efforts of the developing member countries (DMCs) of the Asian Development Bank (ADB) to build capacities of their cities for inclusive and gender-responsive investments supported through downstream financing.

The TA will help cities become more livable through the use of innovative and integrated solutions in project design, development, and implementation. Specifically, the TA will support project identification and prioritization, conceptualization, development and conduct of project preparatory studies (PPSs) for cities to develop feasible, gender-responsive, and economically viable investments. The TA will also provide support to cities for downstream financing of PPSs by cities, governments, development partners, commercial banks, the private sector, etc. It will build on the experience of the implementation of Cities Development Initiative for Asia (CDIA) which was established by ADB and the Government of Germany in 2007 with the intent of improving the lives of 1.6 billion people in Asia and the Pacific by working closely with secondary cities in the region to address gaps in infrastructure development and financing.

Project Rationale and Linkage to Country/Regional Strategy The TA is aligned with ADB's Strategy 2030 and the Strategy 2030 Operational Plan for Priority 4: Making Cities More Livable, 2019 2024, which aims to improve the coverage, quality, efficiency, and reliability of services in urban areas; strengthen urban planning and financial sustainability of cities; and improve the urban environment, climate resilience, and disaster risk management of cities.

Consulting Services ADB will be the executing agency for this TA. The Urban Sector Group under the Sustainable Development and Climate Change Department will be responsible for the administration and supervision of the TA. ADB will engage firms and individual consultants and carry out procurement, including advance contracting (i.e., (i) CDIA management: program manager, program evaluation expert, urban development specialists, communication and outreach specialist, monitoring and evaluation specialist, administrative officer, capacity development specialist, and training specialist; (ii) PPSs: Georgia Livable Cities PPS, Yerevan Municipality Transport Advisory PPS, Dushanbe Urban Development PPS, Phnom Penh Solid Waste Management PPS, and Dagupan Tri-City Ferry System PPS; and (iii) CDIA midterm review expert.), following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. CDIA will work on a demand-driven approach with requests for support coming directly from cities endorsed by national and subnational governments and downstream funding agencies.
