Asian Development Bank will provide knowledge and support technical assistance (TA) for capacity development of executing agencies (EAs) and implementing agencies (IAs) of ADB-financed projects in Armenia. This TA will help improve contract management by identifying general and project-specific contractual issues across sectors and projects in a timely manner, reporting weak links and any major risks, and providing suggestions on the corrective actions to be taken by the IAs to improve contract management in the long term, establishing a comprehensive database for all the civil works contracts under ADB-financed projects and all training materials, and facilitating site visits for the government and ADB under the COVID-19 pandemic situation.

Description Asian Development Bank will provide knowledge and support technical assistance (TA) for capacity development of executing agencies (EAs) and implementing agencies (IAs) of ADB-financed projects in Armenia. This TA will help improve contract management by identifying general and project-specific contractual issues across sectors and projects in a timely manner, reporting weak links and any major risks, and providing suggestions on the corrective actions to be taken by the IAs to improve contract management in the long term, establishing a comprehensive database for all the civil works contracts under ADB-financed projects and all training materials, and facilitating site visits for the government and ADB under the COVID-19 pandemic situation. This TA will support capacity building for the project implementation units with training activities which will build on, replicate, and refine the previous successful training activities in Armenia, targeting specific areas and with more intense and tailored delivery in contents and timing. The TA will also support environmental monitoring capacity and prediction tools to enhance effectiveness of the safeguard due diligence and design of recommended mitigation measures.
Project Rationale and Linkage to Country/Regional Strategy In response to the requests of the project implementation units (PIUs) to facilitate project implementation at times of critical challenges, ADB has been actively exploring consulting services to help PIUs on ad hoc basis. However, a systematic capacity strengthening to address the issues in future projects through innovation and strengthened capacity is urgently needed. Since 2020, Armenia has been heavily hit by the shocks of coronavirus pandemic, the military confrontation in September-November 2020, and post-conflict political turmoil. All these factors have added to the complexity and urgency for the government to manage the contracts under externally financed projects and ensure disbursement of capital expenditures. Strengthening project implementation, project design quality and safeguards preparation is one of the cross-cutting priorities of the Country Partnership Strategy (CPS) for Armenia, 2019-2023. It is also in line with recommendations from CPS 2014-2018 Final Review Validation, to continue to strengthen project implementation capacity within line ministries. The proposed TA was confirmed during the country programming mission in 2019 and was included into the Country Operations Business Plan, 2020-2022.

Consulting Services The TA will require 24 person-months of full-time national consulting services, shorter consulting services, on intermittent basis, including up to 5 person months national consultants, to be recruited in accordance with ADB's Procurement Policy (2017, as amended from time to time) and the associated project administration instructions and TA staff instructions. Individual consultants and additional international and national resource persons and short-term special task-specific experts will be recruited to carry out other tasks upon necessity (e.g., diagnostic study on emerging project-related tasks, case study papers, workshop presentations, review of reports, etc.).
