Project Rationale and Linkage to Country/Regional Strategy | The Asian Development Bank (ADB) has provided its assistance in the transport sector in Tajikistan since the late 1990s, largely for the road subsector, in accordance with the current sector development program. Such assistance has combined physical investments and technical assistance. The physical investments have helped to improve major international and national roads. Meanwhile, technical assistance has been provided in sector planning, road safety, asset management and maintenance and has been implemented almost as originally designed. However, there remains a challenge on how those outputs are institutionalized in a sustainable manner. In 2007-2008, ADB provided a technical assistance to the government in drafting the current transport sector program, which was the basis of the current sector program. Various lessons were learned during the technical assistance, including the needs for fostering the leadership of the Ministry of Transport in implementing the program and improving the sector's planning and monitoring function to ensure the proper implementation of the program. These were also confirmed by ADB's recent transport sector assessment of Tajikistan. |
