Regional : Integrated Fiduciary Risk Assessments and Strengthening Country Systems
In alignment with ADB's Strategy 2030 Operational Priority 6 (OP6) - Strengthening Governance and Institutional Capacity, this TA will contribute to strengthening selected developing member countries (DMC) public financial management (PFM) and procurement systems by (i) developing a methodology for conducting integrated fiduciary risk assessments (IFRAs) at the country, sector, and agency levels that can contribute to ADB's country partnership strategies (CPSs); (ii) testing the methodology in selected DMC CPS processes and financing DMC and/or donor-led fiduciary assessments; and (iii) supporting specific strengthening activities in response to identified weaknesses.

- Project Rationale and Linkage to Country/Regional Strategy
- The delivery of efficient and effective services by state institutions to its citizens requires robust country fiduciary systems. Ensuring that ADB projects utilize such country systems effectively is one of the three strategic pillars of the OP6 operational plan, which notes the need to help DMCs identify issues constraining their country systems and commits ADB to accelerate its support to strengthen them. This TA will help strengthen DMCs' fiduciary systems and capacity, increasing the possibility that ADB and other development partners will be able to utilize country systems in their operations.
