Project Rationale and Linkage to Country/Regional Strategy | This TA will support activities that address the bottlenecks preventing scale up of EVs and BESS in India. By partnering with the government's central planning agency - NITI Aayog, power distribution companies, and other key players in the EV-renewable energy value chain; this Technical Assistance (TA) will undertake activities that can help meet the clean energy targets set by the Government of India. By pursuing BESS and EV development in a coordinated manner, the TA will facilitate identification of new investment opportunities across the value chains such as charging infrastructure, stationary storage (including repurposing of used EV batteries for second-life storage), vehicle-to-grid systems and services, storage-enabled power trading, etc. This will help build on efforts by ADB through Energy Efficiency Services Limited in India for promotion of electric vehicles and charging stations along with promotion of various demand-side energy efficiency investments. The TA will focus on the _public goods_ which create demand and enable greater deployment of BESS and EVs rather than vehicle manufacturing. NITI Aayog is the most appropriate government counterpart agency for pursuing BESS and EVs in parallel and identification of future investments in these subsectors. |
