Uzbekistan : Climate-Smart Water Management Improvement Project
The project aims to improve water security, reduce climate vulnerability, and increase access to safe and reliable water supply In Uzbekistan by improving the operational efficiency of its water utilities. It will achieve this by: (i) modernizing water management systems based on smart information technology solutions to improve asset management and sustainability of services delivery, and (ii) strengthening institutional capacity, including the role of women in services delivery, to enable better decision-making, effective water management and energy use to mitigate climate change through improved data quality and system processes. The project supports the government's National Development Strategy for 2022-2026, its vision 2030 for long-term and sustainable improvements, and its commitment to climate change adaptation as stipulated in the Nationally Determined Contribution (i.e., adaptation measures for water management).

| Description | The project aims to improve water security, reduce climate vulnerability, and increase access to safe and reliable water supply In Uzbekistan by improving the operational efficiency of its water utilities. The project will contribute to the achievement of the Sustainable Development Goals (1, 5, 6, 11, 12, and 13), and will be guided by ADB's COVID-19 and Livable Cities in Asia and the Pacific: Guidance Note. | ||||||||||
| Project Rationale and Linkage to Country/Regional Strategy | Uzbekistan is vulnerable to climate change impacts, and ranks 83rd out of 182 countries in the 2020 ND-GAIN index. and ADB's AWDO 2020. Average annual temperatures have increased steadily at an average rate of 0.27 C per decade (1950-2013). As less than 10% of Uzbekistan's water resources originate within the country, it is vulnerable to cross border water availability issues, where reductions in river runoff from upstream neighboring countries risk severe water shortages in its major river basins. Climate-induced impacts, such as heatwaves, droughts and glacial retreat, will only further exacerbate water scarcity. |
