Project Rationale and Linkage to Country/Regional Strategy | As the Sri Lankan economy was gradually recovering from the Easter Sunday terror attacks in April 2019, it now faces a second major shock in less than 12 months due to the outbreak and global spread of COVID-19. Following the terror attacks, tourist arrivals were severely affected, falling by 18% year-on-year in 2019. The economy slowed to an estimated 2.3% in 2019 from 3.3% in 2018. Weak economic activity contributed to lower revenue collection, widening the fiscal deficit to an expected 6.8% of GDP. ADB's updated assessment of the impact of COVID-19 estimates Sri Lanka's GDP to contract by -2.5% to -0.3% in 2020. International Monetary Fund (IMF) estimates the fiscal deficit to reach 9.4% of GDP. Therefore, the government has limited fiscal space for additional expenditure. Sri Lanka is currently under an ongoing IMF Extended Fund Facility program which is due to expire in June 2020. The government requires additional funding to enhance their capacity to meet ongoing lifesaving needs and upscale the emergency response. | ||||
