Description | The proposed sector development program (SDP) will help transform vocational education and training (VET) in Azerbaijan to develop the human capital needed for economic diversification and the fourth industrial revolution (4IR), and promote gender equality. The SDP is closely aligned with the Government of Azerbaijan's strategic objective of transforming the country's human capital into a driving force to accelerate sustainable, inclusive, private sector-led, and diversified growth.1 It is also an integral part of the country partnership strategy of the Asian Development Bank (ADB) for Azerbaijan and its strategic pillar of improving infrastructure and strengthening human capital.2 In addition, the SDP is aligned with ADB's Strategy 2030 and its operational priorities of addressing remaining poverty and reducing inequalities, accelerating progress in gender equality, and strengthening governance and institutional capacity;3 and with the human development cluster of the Central Asia Regional Economic Cooperation (CAREC) Strategy 2030. | ||||||||
Project Rationale and Linkage to Country/Regional Strategy | The proposed program will help the government modernize VET through three outputs: (i) Output 1: Financing of vocational education and training improved; (ii) Output 2: Quality and relevance of vocational education and training strengthened, and (iii) Output 3: Institutional framework of the vocational education and training system strengthened. The PBL will support reforms under all outputs, and the project loan will support outputs 2 and 3. | ||||||||

During Project Design | ADB will administer the TA. The MOE be the executing agency, and the Ministry of Finance and SAVE will be the implementing agencies. |
During Project Implementation | At the start of TA implementation, MOE will set up a coordination mechanism with other key government agencies involved in VET, such as the Ministry of Labor and Social Protection of Population and its State Employment Agency and the National Labor Market Observatory, Ministry of Economy, and the Ministry of Youth and Sports and its Youth Fund. The Social Sector Division of the Central and West Asia Department (CWSS) will select, supervise, and evaluate consultants engaged under the TA, in consultation and coordination with MOE, MOF, and SAVE. The TA will be implemented from April 2022 to September 2023 to ensure effective program preparation and start-up and enable sufficient time for processing of the final claims of the consultants. |

Consulting Services | ADB will recruit a team of individual consultants to implement the TA; a senior VET specialist and team leader (national consultant) will manage the team of experts and ensure their timely and quality delivery of the outputs. Individual consultant recruitment is proposed for all positions to facilitate selection of the best combination of experts in the shortest time. As needed, the TA will also use short-term resource persons to provide specific expertise, such as in the subsectors or themes, in which the selected VET centers will be modernized. |
