The proposed project will support the government to improve the equal access to quality general secondary education of science, technology, engineering and mathematics (STEM) from grades 5 to 11. The project's outcome is aimed at improving the learning outcome of general secondary school students on STEM subjects and their basic understanding of climate change. It will align with the following impact: foundation of human capital for transitioning to higher labor productivity for country competitiveness improved. It is planned with the following outputs: (i) quality of and focus on STEM education, with climate change education incorporated, improved; (ii) equality in access to and continuity of general secondary education enhanced; and (iii) sector governance and management strengthened.

Project Rationale and Linkage to Country/Regional Strategy The project is in line with the government's strategies, Sustainable Development Goal 4, and the Asian Development Bank's (ADB) Strategy 2030 under several operational priorities including addressing remaining poverty and reducing inequalities through improving education and training. The project is also aligned with the focus area of "improving labor productivity through human capital development" in ADB's country partnership strategy for Tajikistan, 2021-2025.

During Project Design ADB will administer the TA. The Ministry of Education and Science will be the executing agency for the TA. The Social Sector Division of ADB's Central and West Asia Department will select, supervise and evaluate consultants, and act as the focal point and coordinator for (a) implementation oversight, (b) accountability for the outputs, and (c) communication with consultants and stakeholders.
During Project Implementation The TA is planned for implementation from August 2022 to August 2024. It will support the preparation and initialization of the ensuring project planned for 2023 - 2029. Ministry of Education and Science is proposed as the executing agency for the ensuring project.
Business Opportunities
Consulting Services ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. The TA will require consulting service of 45 person-months of international expertise, and 89 person-months of national expertise. A firm will be engaged following the quality- and cost-based selection method with a quality-cost ratio of 90:10 for a complex assignment, using full technical proposal procedures. The TA has provision for a pool of individual consultants. The individual consultants will be selected through the individual consultant selection method. These include strategic dialogue and policy advising among others.
Procurement Procurement under the TA will be done by the selected consulting firm, including goods related to the firm's office equipment and operations under the assignments.
