Armenia : Distance Education for Resilience Project in Armenia

The knowledge and support technical assistance (TA) will help Armenia improve resilience to the coronavirus disease (COVID-19) pandemic and other disasters by enhancing and operationalizing its distance education system. The TA will (i) support the Ministry of Education, Science, Culture and Sport (MESCS) to develop and operationalize a comprehensive distance education platform, and (ii) provide capacity building to the selected trainers on the use of the distance education system for further dissemination to beneficiaries.

Description The knowledge and support technical assistance (TA) will help Armenia improve resilience to the coronavirus disease (COVID-19) pandemic and other disasters by enhancing and operationalizing its distance education system. The TA will (i) support the Ministry of Education, Science, Culture and Sport (MESCS) to develop and operationalize a comprehensive distance education platform, and (ii) provide capacity building to the selected trainers on the use of the distance education system for further dissemination to beneficiaries.
Project Rationale and Linkage to Country/Regional Strategy The scope of the TA was redefined based on the MESCS request to respond to the outbreak of the COVID-19 pandemic by supporting quality and continuous education through a distance education system. The TA aligns with Sustainable Development Goal 4 (ensure inclusive and equitable quality education and promote lifelong learning opportunities for all) and Strategy 2030's guiding principles of promoting innovative technology and providing integrated solutions.

Consulting Services ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. Quality and Cost based Selection method (90:10) will be used to engage the national firm for developing and operationalizing the distance education platform and individual consultant selection method for the individual consultant.
