Description The TA will strengthen the capacity of the government for the successful implementation of the ensuing program in terms of monitoring and evaluation, safeguard management, financial management, and gender mainstreaming. The strengthened government capacity is urgently needed to effectively and efficiently support MSMEs as an active response to COVID-19.
Project Rationale and Linkage to Country/Regional Strategy The transaction TA is primarily aimed at bridging the government's capacity gaps for implementing the two thematic pillars of the RBL program. For pillar A, the TA will provide technical advice on how to establish and operationalize the NRCE, EDCs, and virtual EDC by encouraging the participation of private sector players as service providers. The TA will also provide advice for EDCs to ensure the quality of their services especially in relation to MSMEs' access to finance and technology. For pillar B, the TA will provide handholding support for selected clusters to formulate cluster development strategies and action plans in collaboration with EDCs. The integration of these selected clusters into GVCs will be explored as part of the strategies.
