Project Rationale and Linkage to Country/Regional Strategy | Government e-GP portal is widely used by government agencies and State-Owned Enterprises (SOE), but in the recent years, the Public Procurement Department (PPD) has experienced problems related to security and malfunctioning of the e-GP system and the agency has no resources (finacial and expertise) to resolve them. Also, despite the functional enhancements made in the recent years, there is need to enhance the system functionality to handle the end-to-end procurement processes entirely online. After assessing the e-GP system in 2018, PPFD granted permission for ADB financed projects in Kyrgyz Republic to use national e-GP for the procurement of small value (nationally advertised OCB and shopping procurements) but considering the problems e-GP experienced in recent years and described above, KYRM refrained from using e-GP until these problems could be fixed. The usage of e-GP system is beneficial for ADB financed projects as this will contribute to more transparent and effective procurement transactions in line with ADB's efforts to enhance development by promoting innovative new technologies. |

Consulting Services | Individual national and international consultants and consulting firms will be engaged by ADB in accordance with ADB's Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. The TA requires an international e-procurement expert to guide the project and to support PPD in project management and implementation. An individual national consultant will support the international expert and coordinate between PPD, the international expert, and the consulting firms. 16. Two consulting firms (local advertisement) will be recruited: one firm to implement software enhancement in the e-GP system to enable digital signature and asymmetric key encryption and another to provide digital signature and asymmetric key encryption functionality on a services model (Public Key Infrastructure (PKI) service provider) with 4 and 7 months of planned input respectively. Firms will be recruited using QCBS method with 90:10, TORs will be developed by individual international and national consultants. |
