Regional: Promoting Life Cycle Management of Fluorocarbons

The knowledge and support technical assistance (TA) will support participating developing member countries (DMCs) of the Asian Development Bank (ADB) to promote the life cycle management of fluorocarbons through technical and capacity building support. The life cycle management of fluorocarbons requires (i) development, manufacture, and use of climate-friendly refrigerants with zero or low global warming potential (GWP) as an alternative to fluorocarbons with high GWP, including replacement of old cooling equipment (upstream), and (ii) recovering, recycling, and destructing the discarded fluorocarbons (midstream and downstream). The replacement of old equipment with new technologies also enables energy efficiency and reduces carbon dioxide (CO2) emissions from energy sources by reducing the use of electricity generated through combustion of fossil fuels. The TA will focus on such energy efficiency measures associated with the life cycle management of fluorocarbons.

Description The knowledge and support technical assistance (TA) will support participating developing member countries (DMCs) of the Asian Development Bank (ADB) to promote the life cycle management of fluorocarbons through technical and capacity building support. Project Rationale and Linkage to Country/Regional Strategy The TA will directly contribute to SDG 13 (climate action) and ADB's operational priority 3 by helping DMCs to address the proper life cycle management of fluorocarbons and associated energy efficiency in the cooling sector. In addition, the TA will contribute to SDG 5 (gender equality) and ADB's operational priority 2 by ensuring women's full participation in capacity building and awareness raising opportunities under the TA. The TA will indirectly contribute to SDG 9 (industry, innovation, and infrastructure) by preparing investment projects to develop infrastructure for the life cycle management of fluorocarbons and help industries in the cooling sector to be energy efficient and sustainable.
Impact Use of zero or low global warming potential refrigerants in the cooling industry increased in participating DMCs, and use of energy-efficient cooling technologies increased in participating DMCs.
