Consulting Services | The TA facility will provide an initial 41 person-months of consulting services (14 person-months international and 27 person-months national) to support the preparation of ensuing projects. The consultants will be recruited using individual consultant selection based on the requirements of each project being prepared or implemented. Individual consultant selection, rather than firm selection, is considered appropriate because the TA facility involves multiple activities that are not necessarily interdependent and will require a varied range of consultants and services. However, where suitable, recruitment through a firm might be considered. |
Procurement | Output 2: Quality due diligence achieved. The TA will provide technical expertise for procurement risk assessment, financial management assessment, financial analysis, economic assessment, environment assessment, involuntary resettlement, indigenous peoples, and other social dimensions to support the preparation of investment projects for potential ADB financing. Activities will include support for (i) procurement risk assessment, procurement framework development, and contract administration; (ii) financial management assessment; (iii) financial sustainability evaluation and financial analysis; (iv) economic analysis; (v) safeguards documents on environmental considerations, involuntary resettlement, and indigenous peoples; (vi) climate change adaptation and mitigation measures; and (vii) gender and poverty analysis, socioeconomic baseline data gathering, and gender action plans preparation. |
