For successful project impact and outcome of ADB support in areas of economic corridors, renewable energy, PSM, and many other evolving areas of sustainable growth, undertaking upstream strategic studies to build knowledge and understanding of the context and the project are essential. This, together with dedicated capacity building exercise for project designs and implementation, are crucial components to achieve the outputs of ADB projects and hence overall portfolio performance. Thus, the proposed TA facility would bridge knowledge, project preparatory and implementation gaps, apply best practices, and foster information technology-induced innovative solutions to address challenges in the sector.

Description Given the rich, extensive, and dynamic nature of the partnership, it is important to address the gaps in knowledge and project capacity and competencies of executing and implementing agencies. For successful project impact and outcome of ADB support in areas of economic corridors, renewable energy, PSM, and many other evolving areas of sustainable growth, undertaking upstream strategic studies to build knowledge and understanding of the context and the project are essential. This, together with dedicated capacity building exercise for project designs and implementation, are crucial components to achieve the outputs of ADB projects and hence overall portfolio performance. Thus, the proposed TA facility would bridge knowledge, project preparatory and implementation gaps, apply best practices, and foster information technology-induced innovative solutions to address challenges in the sector. Capacity building support will be provided through the provision of incremental consulting services to enhance project preparatory and implementation capacity.
Project Rationale and Linkage to Country/Regional Strategy The TA facility will contribute in project preparation, due diligence activities including preparation of technical specifications, cost benefit analysis, financial and economic analysis, social and environmental safeguards and documentation, and procurement documents thus increasing project readiness and ensuring project sustainability both from ADB and the government's perspectives. It will support capacity building through training and skills workshop during project implementation. The ensuing projects are either included in the India Country Operations Business Plan (COBP) or will be added to the COBP upon approval of preliminary project reports by the Department of Economic Affairs (DEA).

Consulting Services The TA facility will provide an initial 41 person-months of consulting services (14 person-months international and 27 person-months national) to support the preparation of ensuing projects. The consultants will be recruited using individual consultant selection based on the requirements of each project being prepared or implemented. Individual consultant selection, rather than firm selection, is considered appropriate because the TA facility involves multiple activities that are not necessarily interdependent and will require a varied range of consultants and services. However, where suitable, recruitment through a firm might be considered.
Procurement Output 2: Quality due diligence achieved. The TA will provide technical expertise for procurement risk assessment, financial management assessment, financial analysis, economic assessment, environment assessment, involuntary resettlement, indigenous peoples, and other social dimensions to support the preparation of investment projects for potential ADB financing. Activities will include support for (i) procurement risk assessment, procurement framework development, and contract administration; (ii) financial management assessment; (iii) financial sustainability evaluation and financial analysis; (iv) economic analysis; (v) safeguards documents on environmental considerations, involuntary resettlement, and indigenous peoples; (vi) climate change adaptation and mitigation measures; and (vii) gender and poverty analysis, socioeconomic baseline data gathering, and gender action plans preparation.
