Description | The project will deliver new climate-resilient water supply infrastructure to expand and improve the performance of water services. This will be supported by interventions to strengthen the water utility's operational performance and enhance its long-term financial sustainability. | ||||||
Project Rationale and Linkage to Country/Regional Strategy | The project is aligned with the Timor-Leste Strategic Development Plan, 2011 2030 (footnote 11), which prioritizes investment in critical municipal infrastructure and in the development of capacity of the public sector to achieve the Sustainable Development Goals, specifically in providing clean water for all by 2030. It is consistent with ADB Strategy 2030 and supports operational priorities of (i) tackling climate change, building resilience, and enhancing environmental sustainability; (ii) making cities more livable; (iii) strengthening governance and institutional capacity; (iv) accelerating progress in gender equality; and (v) addressing remaining poverty and reducing inequalities. It is also aligned with ADB's country partnership strategy, 2016 2020, which identifies support for inclusive and sustainable growth through the improvement of water services as a priority and is included in the enhanced country operations business plan, 2021 2023. The project will provide safe, reliable, and affordable water in Dili, and address the impacts of COVID-19 by improving health and hygiene of residents. | ||||||
