Bangladesh: Updating the Revised Strategic Transport Plan for Dhaka

The knowledge and support technical assistance (TA) will help enhance the planning capacity and coordination of the urban transport sector in Dhaka, Bangladesh, through assistance to update the Revised Strategic Transport Master Plan for Dhaka (RSTP), and supporting the Dhaka Transport Coordination Authority (DTCA), the executing agency, in strengthening its planning capacity. The TA will have two outputs: (i) the revised strategic transport plan for Dhaka updated; and (ii) planning capacity in urban transport sector of Dhaka enhanced.

The TA is included in the country operations business plan for Bangladesh, 2021-2023, and its objectives are aligned with the plan's strategic objectives and priorities: easing infrastructure constraints in key sectors, such as energy, transport, and urban development; and addressing institutional capacity constraints and improving governance.

Description

Project Rationale and Linkage to Country/Regional Strategy Dhaka, the capital city of Bangladesh, together with part of its adjacent cities Gazipur, Manikganj, Munshiganj, Narayanganj and Narshindi districts, constitutes the jurisdiction of Rajdhani Unnayan Kartripakkha (RAJUK), the authority mandated to plan land use and implement urban development projects over the area of 1,500 square kilometers. This wider area surrounding Dhaka is the center of Bangladesh's economic activity contributing nearly 40% of its gross national product. Consequently, it attracts migrants from other regions within the country looking for better business and employment opportunities. Its population has increased rapidly, at a rate of 3.9% from 2001 to 2011, well above the national growth rate of 1.4%, to 15.9 million, or around 10% of the country's entire population, and is projected to grow further to 26.3 million in 2035. Such enormous concentration of the population and economy has brought adverse consequences. Dhaka is among the most densely populated cities in the world, with 11,094 people living per square kilometer.

Consulting Services An international firm will be recruited using quality- and cost-based selection with a 90:10 quality-cost ratio.
