The TA will seek to (i) explore market-oriented ways to realize the value of ecological products and services, (ii) propose innovative financing arrangements and funding mechanisms for implementing major projects on protecting and restoring key ecosystems, and (iii) facilitate multi-stakeholder participation mechanisms for ecosystem protection and restoration projects. The TA will focus on the Ningxia, Yunnan, Hunan, Zhejiang, Shandong provinces' projects covered under the Comprehensive Planning of Major Projects for Key Ecosystems Protection and Restoration (2021-2035) of the National Development and Reform Commission of the People's Republic of China (PRC).

Project Rationale and Linkage to Country/Regional Strategy The PRC's unprecedented development progress and economic growth have often been accompanied by environmental degradation and pollution. In many regions of PRC the biodiversity is at risk. The impact of rapid infrastructure construction; mining; land reclamation; air, water and soil pollution; overhunting and overfishing; wildlife trade; and climate change have degraded habitats and damaged biodiversity. More determined conservation efforts are needed to preserve ecosystems and protect the income of those who depend on natural resources for their livelihood. At present, value realization mechanism of ecological products in PRC is still evolving and there is a lack of nongovernment financing of ecosystem protection and restoration projects.
