Project Rationale and Linkage to Country/Regional Strategy | The cross-border cooperation between the PRC and Mongolia still faces several constraints. First, limited transport connectivity and continued disparity of customs inspection, sanitary and phytosanitary (SPS) services clearance processes at key bordercrossing points are constraining Mongolia's international trade potential and the development of its remote borders. Second, better coordination is required between Mongolia and the PRC to strengthen institutional capacities to address cross-sectoral constraints. Third, project design and implementation approaches by the line agencies for ADB project in Mongolia and the PRC need to be strengthened and streamlined. The TA facility will provide project preparation, implementation, and capacity building support for ensuing and ongoing regional cooperation and integration (RCI) projects in Mongolia and an approved multitranche financing facility (MFF) in the Inner Mongolia Autonomous Region (IMAR) of the People's Republic of China (PRC). These RCI projects will strengthen the coordination between the two neighboring countries in addressing the cross-border development challenges, especially in tackling cross-border risks through efforts such as SPS measures. The TA will expand regional public goods (RPGs) by supporting cross-border public health infrastructure and services (including SPS measures); mitigating transboundary public health risks; strengthening resilience to climate change; and integrating sustainable protection of ecosystems and the environment in the project design and implementation. The TA facility is aligned with ADB countries partnership strategy for Mongolia and the PRC. | ||||||||||||

During Project Implementation | During TA facility implementation, stakeholders were consulted during consultants selection, and government concurrence were obtained before a consultant's signing contract with ADB. The Governments of the PRC and Mongolia are actively participating in the TA facility implementation and served as the IAs for Output 1: sound cross-border project preparation and regional public goods promoted, and Output 3: cross-border coordination to deliver stronger project outcomes strengthened. |
