Mongolia: Supporting the Implementation of Education Sector Medium-Term Development Plan
The knowledge and support technical assistance (TA) will support the implementation of Mongolia Education Sector Mid-term Development Plan to improve the quality of education. It will (i) strengthen the institutional systems and capacity to implement the education sector mid-term development plan (ESMTDP); (ii) enhance the online and distance learning systems and resources; and (iii) improve teachers' professional development systems, resources, and capacity.

Project Rationale and Linkage to Country/Regional Strategy | In 2017, the Asian Development Bank approved a KSTA to Support the Development of an Education Sector Master Plan 2021-2030 of Mongolia to provide extensive support for building the sector capacity for long-term planning and establishing a coordination mechanism engaging all donors in education. The ESMTDP was approved in November 2020. It is strongly aligned with the Mongolia Long-term Development Vision 2050 and well-integrated with Government Action Plan for 2020-2024. | ||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | All six national individual consultants have been recruited. Due to the delay in recruiting the consulting firm, a 5-month extension of the TA completion date from 30 November 2023 to 30 April 2024 was approved in June 2022 to give enough time for re-advertising the selection with slightly revised terms of reference and for contract negotiations. |

Consulting Services | ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. |
Procurement | Information technology software and tools to be procured by the Ministry of Education and Science (MES). The MES will own the goods it procures upon delivery under the condition that the goods will be used for TA activities until the completion of the TA. The MES is responsible for monitoring them based on an agreement with ADB. |
