Description The proposed program will support India to consolidate and strengthen its pandemic preparedness and response (PPR) capability through a multipronged and cross-sectoral approach across central and sub-national governments. The related policy actions will lead to improved institutional capacity and mechanisms for infrastructure planning and management in the health sector and will raise India's ability to prevent and mitigate the impact of future public health emergencies and complex systemic risks.
Project Rationale and Linkage to Country/Regional Strategy The proposed program will be anchored in major government's plans and initiatives including the NHP 2017; PM-ABHIM to fill gaps in surveillance, biomedical and/or zoonotic research and health infrastructure; and National One Health Mission to support effective cross sectoral coordination. To close observed gaps in the policy, legislative, and institutional governance and implementation structures and achieve improved PPR capability as well as more comprehensive healthcare across tiers of the system, the proposed reform areas are: (i) strengthened disease surveillance and multisectoral response, (ii) strengthened human resources for health, and (iii) expanded climate resilient public health infrastructure and innovative service delivery.
