| Project Rationale and Linkage to Country/Regional Strategy | To address skills challenges in the priority and emerging industries, the MOF has prepared a Human Resource Strategic Framework for Industry Development, anchored in the PP2041 and the Eighth Five-Year Plan. The government program entails several interventions to support skilling for diverse industries, focused on technology-oriented advanced skills, high-demand technical skills, managerial capabilities, and industry-oriented R&D initiatives. They also aim to promote socially inclusive employment opportunities, including green skills and green business opportunities, for women and socially disadvantaged groups (e.g., people with disabilities). These interventions will bring together skills initiatives from different ministries toward close industry linkages through public-private partnerships. Private industries and universities are incentivized to collaborate for industry-required human resource development and for industry-oriented R&D activities, with attention to green technology solutions and climate resilient business models. The RBL program will support the MOF strategic framework by financing the implementation of selective interventions, in coordination with other development partners. The RBL program is aligned with the Bangladesh country partnership strategy 20212025: (i) boost competitiveness, employment, and private sector development; (ii) promote green growth and climate resilience; and (iii) strengthen human capital and social protection. The RBL contributes to ADB's Strategy 2030 operational priorities: (i) addressing remaining poverty and reducing inequalities; (ii) accelerating progress in gender equality; (iii) tackling climate change, and building climate and disaster resilience, and enhancing environmental sustainability; and (iv) strengthening governance and institutional capacity. The program is included in the Bangladesh indicative country pipeline and monitoring 20232025. |
