Progress Toward Outcome i.organizing, coordinating and overseeing implementation of the development finance policy within the frame of the MOF operational strategy; ii.ensuring effective and efficient implementation of the ADB-funded projects, grants and programs in accordance with the loan and grant agreements; iii.developing, reviewing, and supervising implementation of relevant MOF financial regulations.

Capacity development training opportunities for work level staff provided

Status of Implementation Progress (Outputs, Activities, and Issues) -No stand-alone capacity building training has been provided thus far. But the consultants provided on-job training to the new staff of the respective departments; -The project supported effective implementation of ODA policy and improvement of project implementation and management, both at MOF and the newly established MED; -The consultant at MOF drafted a methodology for prioritizing and selecting new projects to be implemented with ODA financing to help efficient use of the funds in a view of financial shortcomings-The consultants have supported a processing of the Countercyclical Support Facility, a $100 million emergency financing to support Mongolia during the exogenous shocks. The CSF was approved by the ADB Board on 25 August. The loan agreement was signed on 26 August 2022.

During Project Design The Government had proactively participated in the fact-finding and reconnaissance missions during the project processing. The stakeholders were extensively consulted during the project design and processing.
During Project Implementation - Regular updates with the Ministry of Finance (EA) on approval of the subprojects to be implemented under the TA; - Introduction of the implementation progress at the joint meeting with MOF and MED as part of the Inception mission; - Regular communications and consultations with relevant departments to support them to identify their needs and determine scope of works and tasks under the respective subprojects have been organized.
